On the other hand, President Richard Nixon took advantage of the Service to cultivate his unresolved bitterness over his defeat against JFK in 1960. Residing in the White House was clearly not enough to cure his disdain; he was still haunted by JFK's family name in the persona of senator Ted Kennedy, JFK's cousin, a supporter of Democratic presidential nominee candidate George McGovern, and a prospective presidential opponent in the 1976 elections. The President hoped to tarnish the young senator's political reputation by leaking information that would change his public image, and he thought the best way to find such dirt would be through the Secret Service. Many questioned his decision to assign agents for Kennedy since he was not a presidential candidate, but Nixon used the 1972 shooting of Governor George Wallace to push his agenda further. "We might just get lucky and catch this son of a bitch and ruin him for '76," Nixon proclaimed to his senior agent. Besides his resentment towards the Kennedys, Nixon abused the system by appropriating the Secret Service budget to pay for expensive renovations presaging the Watergate scandal.
