Edited by Abdul Razak Abu and Noraita Tahir, the publication of this book is the inaugural publication of the Department of Occupational Safety and Health Malaysia to document the events and history of industrial safety in Malaysia. This book is a result of the study of the safety aspects of machinery that has been started since the 19th century. It was published as a general reference material for awareness raising on the critical importance of a safe and harmonious work environment. The publication of this book outlines the development of machinery safety legislation that has come into force in the mining industry in the British colonial era. At that time the appointed examiner to check the boiler in the ore mines was supervised under the Boiler Examiner Unit at the Mining Department. But after independence, the enforcement of the industry has been expanded by conducting inspections to plant premises and installation premises as well as monitoring workers' health aspects. Examinations are carried out by Factory and Machinery Inspectors from the Department of Factory and Machinery. When the scope of safety and health enforcement at the workplace is expanded then the Department is once again renamed the Occupational Safety and Health Department in accordance with gazetted laws and regulations.
Overall, the scope of enforcement of The Machinery Ordinance 1953 and its regulations are limited to work-only machinery. For example in rubber plantations, tappers using acids during processing of rubber are not directly covered under the ordinance. The first regulation enacted under The Machinery Ordinance 1953 is the Machinery (Electric Passenger and Goods Lift) Regulations 1955. It was enforced on 1 January 1956. This rule outlines security requirements covering the construction and handling of elevators to ensure the safety of the persons using it. On June 12, 1956, a social legislation was enforced in Malaya. It is called the Machinery (Safety, Health and Welfare) Regulations 1956. These rules cover the minimum standards of safety, health and welfare of persons working on a premise where machinery is installed. These rules include things like safety when using and storing flammable harmful liquids, the need for personal protective equipment, first aid, dust and fume suction, drinking water facilities, sanitation and sanitary facilities, women workers and young workers resting, ventilation and adequate lighting, preventing traffic congestion and public order. The inspection requirements for boilers and non-volatile pressure vessels are specified in the Machinery (Inspections and Certificates of Fitness) Regulations 1957. These include the type of machinery requiring a Certificate of Fitness Certificate for use at the premises. Provisions relating to prime movers have been issued from this rule the following year. This means that prime movers are no longer checked when this rule is in force.
