'The Water Tower in The Middle of The Market-Place' is an illustrative story, including real-life elements. The story reveals, how the power-play of parties is conducted in a small town in Finland. The story goes as follows.
Mr. Tapani Ryti is an elderly gentleman, and totally sick of the political life in his hometown. During the years, Mr. Ryti had noticed several occations, where the majority opinion was rejected in the decision-making. This was extremely annoying to him, and made him to think the meaning of democracy and the free-will of a man. Mr. Ryti decided to show to the system. He decided to give to the party-people a lesson to remember. He decided to show, how grazy decisions the party-people make. He decided to get a license to build a water tower in the middle of the market-place. A totally stupid project would show, how rotten the system is.
The town council has the highest authority to decide the matters. In this case, the town council included 35 members from six political parties. The two major parties had 11 seats each, concluding together the 22 seat majority. This power situation was present in every decision-making group in the town. The seats were divided accordingly. This system is normal and logical in every town. This was Mr. Ryti's challenge to conquer.
Mr. Ryti knew, how the decision-making system of the two major parties functioned. He also knew some key people of those parties. Mr. Ryti studied, what were be the most important matters to the key persons. Some personal benefits, but especially matters fitting to the agenda of the party concerned.
It was evident, the water tower in the middle of the market-place, would be a new tourism magnet to see. All kinds of business activities could be developed around this new tourism magnet. The project would also help the difficult economical situation of the town. It would help introducing new working opportunities. Further more, the project would be nasty brilliant, because it would not require any investment of the town itself. A private investor-concortium would take care of financials.
Mr. Kokkonen from 'The Heavy Party' was very pleased to hear the most important matter of the investment. The cafe in the top of the water tower, had a fantastic view over the harbour. 'The harbour' was the key word to 'The Heavy Party' to open doors for investments.
Mr. Kokkonen was also pleased to hear that, the 11 party-members in the town council, were all invited to the late-summer party in the water tower cafe. All could then enjoy avec the view over the harbour during the sunset.
The other V.I.P. Ms. Ruokonen from 'The Social Party', was pleased to hear that, the new water tower would finally bring the required capacity to the water-supply of the town. Now, the houses for elderly people, and the local hospital would have their water-supply in every situation. Ms. Ruokonen was also pleased to hear that, the water tower cafe would act as a cultural place. The theathre matineas with fantastic view could be something to remember. Maybe, the cafeteria would carry the name of her grand daughter, who had won titles on some theathre competitions. A fascinating idea which could carry on her own entity.
