Sea level never had a fixed height. But it could be, if all agreed, fixed at a reasonable height, with an allowance for it to oscillate a centimetre or two above and below the agreed level.
Just before 10 000 years ago, many investigators have confirmed that the level had been some 100 odd metres lower. It was during the withdrawal of last main Ice-age. Since then it has been climbing with sporadic short periods of lowering. Last century it had risen by about 20 cm. And many are of the opinion that it has been climbing so for last few centuries. That means just two to three centuries ago it had been some 50cm or more lower.
There are many reasons for the rise and fall of the Sea-level. One may be is far out beyond the Solar-system; many above the atmosphere but in the Solar-system; a few in the atmosphere; awful lot on the Earth´s surface; and some in the depths of the Earth´s crust and below it.
The causes often work together forcing a powerful resultant. They may idle for an episode and come up again. It happens that they work against one another, too; reducing each other’s impact. One can decipher and point some causes with a finger but not al. Because there are impulses which appear and before they could be discovered just disappear. Some are permanently at work. Others are interdependent in such a way that one cannot say when the egg when the hen.
To allow the sea level to rise and fall at random has much disadvantages. It makes local economics and social problems unpredictable. Therefore, holding a reckoned height is very helpful to human livelihoods, industries, to the environment and to the ecology around the coasts and beyond.
At present many people are just running away from the coastal regions. Many houses have been swallowed by the waves and much land along the Coast has gone under water. The present Sea-level rise, has produced a self-catalysing effect. As it swallows from above, the level rises from under.
However and whatever, the present condition of rising could be stopped and reversed.
Livelihoods and industries along the coasts can be made reliable and terror of the Tsunamis, tidal waves and other wave bashings could be reasonably tamed. Damaging surprises could be reduced opening the ways towards Life-reliability at the coasts.

Consensus on Sea-level
At present one of the main issue on oceans and seas is the rise in Sea-level. Many countries have lost and loosing much land. Many coastal dwellers have lost their livelihoods and just quitting the regions. And marine aqua-cultural industries are having a bad time. Some have even withdrawn from being active. A consensus about the height of the sea level is missing. Namely, how low must it go and how to tune it at a stable height.
Coastal stretches belong to individual countries. But not the central parts of the oceans and seas. They are international waters. In the same time the water level is international too. The consensus turns out to be international too.
Besides, a single country at the Coast cannot do the tuning of the Sea-level single-handedly. Ironically, tuning of the Sea-level has to be done in remote countries that have no borders to the Coast at all. Big roles and responsibilities will come to central Asian countries and secondly to central African Countries. It may look funny, at the least, but it is so.
They are countries in Central Asia, in the central parts of Africa, in and around Sahara and the countries in the mountains. Because they have sent and sending much water away. All those waters have settled in the oceans. And to tune the oceans at a reasonable height they have to take back the waters which they have sent and sending away.
Many coastal countries will like to get back their lost lands. Yet, the consensus on the height of the Sea-level will bring problems. Because some have constructed harbours and adapted themselves to rising Sea-level. Now, when the Sea-level is dropped by 50 cm the harbours may run dry. The whole issue becomes political adding fuel detrimentally, to many fragile peace treaties.
