Book Abstract

No End in Sight is a companion to and extension of the film of the same name. Culled from more than 200 hours of footage collected for the film and fleshed out even further with additional interviews conducted after the film’s release, Ferguson shows how arrogance and ignorance dismantled the U.S.’s early military victory in Iraq as the country has sunk further and further into disorder and insurgency. Interviews with high-ranking officials – including former Deputy Secretary of State Richard Armitage and General Jay Garner – as well as Iraqis, American soldiers, intelligence agents, and analysts paint a dire picture of errors in U.S. policy that have created the mess in Iraq.

About the Author

Charles Ferguson is the director and producer of No End in Sight, the film that won the best documentary of 2007 from the New York Film Critics Circle and the special jury prize for a documentary at the 2007 Sundance Film Festival. Ferguson holds a BA in mathematics from UC Berkley and a Ph.D. in Political Science from MIT. He is also a life member of the Council on Foreign Relations.

Prewar Planning

Soon after September 11, 2001, Defense Secretary Donald Rumsfeld ordered the U.S. military to start planning for a war with Iraq. For about a year leading up to the actual invasion of Iraq, debate was held over the number of troops required to win Iraq and then occupy the country, with Donald Rumsfeld and Paul Wolfowitz trying to whittle down the number and senior military officials arguing for larger numbers.

Bush’s State Department officials had years more combat experience than those in the Defense Department and the White House staff. Lawrence Wilkerson had seen extensive combat in Vietnam and expressed his view on troop levels: “I would have said half a million, clearly, half a million troops, a good majority of which would have been military police.”
