About the Author

Scott McClellan served as White House Press Secretary from 2003 to 2006 in the Bush Administration. Before that, he served as deputy communications director for then Governor Bush, as traveling press secretary for the Bush-Cheney 2000 campaign, and as White House Deputy Press Secretary. A native of Texas and a graduate of the University of Texas, McClellan has managed three successful statewide campaigns and served as a top legislative aide. He now lives near Washington, D.C. with his wife Jill.

Introduction

George W. Bush’s record as the governor of Texas suggested he could be a president that transcended the partisan bickering that afflicted Washington. In reality, however, from its inception the Bush administration treated governing as a perpetual campaign. They were not the first administration to do so – the Clinton administration had turned the perpetual campaign into an art form – but the Bush administration took perpetual campaigning to another level. As a result, the Bush administration undermined its own agenda and ultimately the president’s credibility.
