Introduction

Brief about Philippine

Philippine is one of the Country located in Southeast Asia an archipelagic country consist of 7,641 Island which divided into three archipelagos namely: Luzon, Visayas and Mindanao. it is bounded by Philippine Sea to the East, South China Sea to the West and Celebes Sea to the Southwest, it covers the area of 300,000 sq. km or 120,000 sq. mi it had population of 109 Million people as of 2021, making it the thirteen most populous country in the world. His Capital is Manila while the largest city is Quezon City, - which is also a great country to begin in establishing a great monarchy today.

Etymology

The name Philippine originate from Ruy Lopez Villalobos a Spanish Explorer during his expedition in 1542, he named the island of Leyte and Samar a “Felipinas” after Philip II of Spain, then the Prince of Asturias, The Las Islas Filipinas is used to cover the Archipelagos Spanish Possession, During the Philippine Revolution the Malolos Congress proclaimed the establishment of the Republica Filipina or the Philippine Republic, the United States process changing the reference to the country from the Philippine Island to the Philippines, then the full official title Republic of the Philippine was included in the 1935 Constitution as the name of the future independent state.

People of Philippine Island

Knowing the People of Archipelago

Filipinos are the people who are the citizens of the Philippine, who also a native of the Philippine, majority of the Filipinos today comes from various Austronesian ethnolinguistic groups, currently there are 185 ethnolinguistic groups in the Philippine.

Negritos, some of the archipelagos earliest inhabitants, were followed by successive waves of Austronesian people. in history the oldest archaic human remains in the Philippine are the Callao Man specimens discovered in 2007 in the Callao Cave in Northern Luzon, in 2010 they were dated 67,000 years old through uranium-series dating to the late Pleistocene, they will initially identify as modern human, but after the discovery of more specimens they have been reclassified as being members of new species - Homo luzonensis.

The oldest undisputed modern human or home sapiens remains in the Philippine are the Tabon Man fossils discovered in the tabon caves, these were dated to the paleolithic, at around 26,000 to 24,000 years ago, the Tabon Cave complex was also inhabited by human continuously. the caves were also later used as a burial site by unrelated Neolithic and Metal age cultures in the area. Tabon Cave remains (along the niah cave remains of Borneo and the tam pa ling remains of Laos) are part of the first Sundaland people, the earliest branch of anatomically modern humans to reach island Southeast via sundaland bridge, they entered the Philippine from Borneo via Palawan at around 50,000 to 40,000 years ago, which is known to be the ancestors of the Negrito people. Negrito people include ethnic group like Aeta including the Agta, Arta, Dumagat, etc. of Luzon, the Ati of Western Visayas, the Batak of Palawan and the Mamanwa of Mindanao, After the Negritos the Austronesians from Taiwan migrated to the Batanes Island and Luzon they admixed with the earlier settlers resulting in the modern Filipinos. Since 3rd century, various ethnics established several communities. these were formed by the assimilation of various native Philippine Kingdoms, neighboring places or country today traded with Filipinos and introduced Hinduism and Buddhism to the natives tribes of the Philippine, In the period between 7th to the beginning of 15th centuries numerous prosperous centered of trade emerged. From 9th century onward, a large number of Arab traders from the Middle east settle in the Malay Archipelago and intermarried with the local Malay and Luzon and Visayas indigenous populations. In the years leading up to 1000 AD, there were already several maritime societies existing in the island but there was no unifying political state encompassing the entire Philippine archipelago. Instead region was dotted by numerous semi-autonomous barangays ruled by datus, rajah or sultan or by upland agricultural societies ruled by petty plutocrats, states such as the Wangdoms of Mai and Pangasinan, kingdom of Maynila, Namayan, the Kingdom of Tondo, the Kedtuans of Madjas and Dapitan, the Rajahnates of Butuan and Cebu, and the sultanates of Maguindanao, Lanao and Sulu alongside the Highland societies of Ifugao and Mangyan.

Datu in the tagalog it is maginoo, in the Kapangpangan it is ginu and in Visayan it is tumao were the nobility social class among various culture of pre-colonial Philippine. other is Timawa class were free commoners of Luzon and the visayas who could own their own land who did not have to pay a regular tribute to the Datu, other is Maharlika a member of the Tagalog warriors has the same rights and responsibility of timawa, but in times of war they were bound to serve their datu in battle, they have to arm of themselves at their own expense, Maharlika are less free than timawa and there is an Alipin commonly described as Servants, members of Alipin Class who own their owned house were more accurately equivalent to the medieval European serfs and commoners. By the 15th Century, Arab and Indian Missionaries and traders from Malaysia and Indonesia bought Islam to the Philippine and replace and practiced together with indigenous religions, before that indigenous tribes of the Philippine practiced a mixture of Animism, Hinduism and Buddhism. Barangays was populated by locals called timawa and Alipin they were ruled by Datus, Rajahs and Sultan or royals and defended by the Maharlika.

The short history of knowing the People of Archipelago or Philippine Island is the History of the Island or Archipelago which is name later and after the Philippine, and not yet belong to the true history of Philippine, which is maybe one of the reason, that it is not mostly written in the history of the Philippine, but written in the History of the Island,

The History of the Philippine is important since this is where all sources that connected to the Philippine is based and refer, from his governance, respect of rights, people’s, citizen, belonging, practices, tradition, culture etc. under this name are all based and refer and originate, which is before in his history begin, or known as the pre-colonial Philippine, some of practices, mostly on practices under semi-political governance and its political philosophical belief or system is may not already included and respected or belonging under this name, unless it will given to be considered and accepted by the Philippine and his government and political system, as a citizen of Philippine it is important to the Government and its people to not forget the beginning of History of the Philippine, which is this Island or known to us now as Philippine is they said that they get it or it came and transfer from the previous people living on the island, which may have already established somehow their own political system and its political philosophical belief, which may possibly used to dominate the Philippine and its Government governance today, and may still use as their rights to be respected to and by the government, the question is, if the Philippine is may possibly get this Island from the previous people living on the island, which may already had established their own semi-autonomous political system, or if the island is came or it transfer from this previous people, to people (Filipino today) who connected and part of naming the island the Philippine or known to us now the Philippine and established his own political system which is the Legislative, Executive and Judiciary, and then this previous semi-autonomous political system from previous people want to dominate and even use it as their rights to be respected under by the Government, are they or the Philippine is going to respect the rights and considered or allow it, as if they are giving back what they may get or transfer to them from the previous people on the island and allowing them or giving them to dominate and govern and may possible lead of owning and controlling back the Philippine or the Philippine island today and his political system or if not use and retain its political system is it will change back to their old political system? the answer on this is in the Government and people or true citizen of the Philippine today.

PHILIPPINE HISTORY BEGIN

Philippine History Begun in the Arrival of Ferdinand Magellan when the Spanish settled in the Philippine Island In 1521, it begun a period of European Colonization, Early Spanish settlers were mostly explorer, government officials, soldiers and religious missionaries born in Spain and Mexico. Most of Spaniards who settled were of Basque Ancestry, but they were also settlers of Andalusian and Catalan and Moorish descent. The Peninsulares or known as governors of Spain mostly of Castilian ancestry, settled in the Island to govern their territory. Most settlers married the daughter of Rajahs, Datus and Sultans to reinforce the colonization of the Island. The Arrival of Spaniards in the Philippine attracted new waves of immigrants from China, the Spanish recruited thousand of Chinese migrant workers to build the colonial infrastructure in the island, Many Chinese immigrant converted to Christianity, intermarried with the locals and adopted hispanized names and customs and became assimilated, the Children of Union of Filipinos and Chinese became known in official records as Mestizos de sangley. In the 16th and 17th Centuries thousand of Japanese traders also migrated to the Philippines and assimilated into the local population. Today there are small Japanese Filipino in Davao City.

Between 1762 and 1764 British Forces Occupied Manila as part of the seven years war, the war was ended by the Treaty of Paris in 1763. At the end of the war the treaty signatories were not aware that Manila had been taken by the British and was administered as a British Colony, Consequently no provision was made for the Philippines, Instead the general provision that all other lands not otherwise provided for be returned to the Spanish empire. Japanese, Indian and Cambodian who fled from religious prosecutions and killing fields also settled in the Philippine during the 17th and 19th centuries. The Mexicans were a major source of Military Migration to the Philippine and they intermarried and mixed with the Native Filipinos. With the inauguration of Suez Canal in 1867, Spain opened the Philippine for international trade. European investors such as British, Dutch, German, Portuguese, Russian, Italian and French were among those who settled in the islands as Business increased. More Spaniards and Chinese arrived during the next century many of these migrants intermarried with local and assimilated with indigenous people.

In 1872 Revolutionary sentiments were stoked after three activist Catholic Priest were executed on weak pretences, this would inspire the propaganda movement in Spain, organized by Marcelo H. Del Pilar, Jose Rizal, Graciano Lopez Jeana and Mariano Ponce, lobbying for Political Reform in the Philippine, Rizal was executed on December 30, 1896 on charges of rebellion. at attempts at reform met with the resistance, in 1892 Andres Bonifacio established the militant secret society called the Katipunan, who sought independence from Spain through Arm revolt, the Katipunan Started the Philippine Revolution in 1896 and later lost his position in election to Emili Aguinaldo which became a new leader of revolution, In 1898 Spanish-American war began and reached the Philippine, After the defeat of the Spain during the Spanish-American war in 1898, on December 10, 1898, the Treaty of Paris formally ended the war, with Spain ceding the Philippine and other colonies to the United States in exchange of $20 Million. A number of Americans settled in thousands of interracial marriages between Americans and Filipinos have taken place since then. In June 12, 1898 the Declaration of Independence in Spain and on January 21, 1899 the First Philippine Republic was established.

Spain had ceded the island to the United State along with Puerto Rico and Guam as a result of the latter’s victory of the Spanish-American War in 1898 as it became increasingly clear the United State would not accept the First Philippine Republic, the Philippine-American War broke out. In 1902 the First Philippine Republic Defeated and American civilian government was established through the Philippine Organic Act and in 1935 Philippine was granted commonwealth. During a World War II In 1942 Japanese Occupation in the Philippine was opposed by large-scale underground gorilla activity, in 1945 Japanese Defeated, In 1945 Philippine became one of the founding members of United Nations, on July 4, 1946 the Philippine was officially recognized by the United States as an independent nation through the Treaty of Manila.

Government of Philippine

As of 2022 Philippine Government is has Democratic and Republican State, divided into three branches the Legislative, Executive and Judiciary, The head of the state is the President and also as the head commanding in chief of Arm forces, the Legislative Branch is the bicameral Congress composed of Senate as the upper house which members elected to a six year term and head by Senate President and the House of Representative as the lower house which members elected to a three year term, headed by House of Speaker. The Executive Branch is headed by the President, under is the Departments headed by Secretaries and Agencies or Bureau’s of Government headed by Directors, The Judiciary Branch rest with the Supreme Courts headed by Chief Justice and lower Courts.

The Local Government is composed of Provincial Government headed by Governor, and City and Municipality Government headed by Mayor and Barangay headed by Barangay Chairman or Captain.

Politics of Philippine

Under Spanish rule in the time of colonization in 1521 the Philippine is govern by the priest, local priest held the powers in towns, carrying out Spanish orders and collecting taxes as Philippine becoming part of the New Spain, however due to distance to Spain the Captaincy General of the Philippine has autonomously has the power and royal decrees had limited effect. the Philippine had their own Governor and in 1583 the Judicial body established. The Manila was chosen by the Spanish as the Capital of Captaincy General of the Philippine.

In 1808 the Philippine the liberal constitution of Cadiz adopted, giving the Philippine representation in the Spanish cortez, but it later rescinded after the overthrew of King Bonaparte, from 1836 the Philippine were directly governed by Ministry of Overseas. 1800 to 1860 Spain led to 24 Governors being appointed.

Independent Government

The Latin American wars of independence led to shift in social identity, with the term Filipino shifting from referring to Spanish born in Iberian Peninsula and in the Philippines to a term encompassing all people in the archipelago. In 1880s some prominent Illustrados Launched the Propaganda Movement. this loose movement sought to reform Spanish administration in Spain, In 1892 Katipunan Created, the katipunan advocated complete Philippine Independence and began the Philippine Revolution in 1896 but many arrested and the execution of Jose Rizal in December 30 1896.

The Spanish-American War reached the Philippine on May 1 with the Battle of Manila Bay. Aguinaldo returned from Exile set-up a new Government and proclaimed independence of the Philippine on June 12, 1898 in Kawit Cavite. On December 10 1898, Spain ceded sovereignty of the Philippine to the United States in the Treaty of Paris that ended the short war. in 1899 Approved the Malolos Constitution to inaugurate the First Philippine Republic. In February 1899 the Philippine-American War erupted with the Skirmish of Manila. April 1, 1901 Aguinaldo was captured at Palanan Isabela and the Americans passed the Philippine Organic Act in 1902 to introduce a National Government. In 1907 Philippine Assembly Opened.

Commonwealth Government

In January 31, 1935 United States President Franklin D. Roosevelt sign the 1935 Constitution of the Philippine, on September 17 first election were held Manuel L Quezon and Osmenia were both elected as President and Vice President. the Nacionalista controlled now unicameral national assembly for the entirely of the Commonwealth, with the understanding would grant independence in the near future. The Presidential System of the Commonwealth government was based on that of United States.

In 1941 the Japanese Invasion at the onset of World War II, the Commonwealth government force to exile and subject the country into a puppet Government created and proclaimed No. 109 on December 8, 1942 that All existing political parties merge into KALIBAPI and became the sole legal political party and on October 14, 1943 Jose P. Laurel wa declared of the independent Second Philippine Republic.

The Republic of the Philippine

In 1944 Americans reconquered the country and Osmenia who succeeded Quezon restored the Commonwealth Government and in 1946 Presidential Election Roxas Defeated Osmenia and became the last President of the Commonwealth. on July 4, 1946 the Americans granted independence and Roxas became the first President of the new Republic of the Philippine. In 1948 Roxas succumbed to a heart Attack Allowing Vice President Elpidio Quirino to rule the country for the next six years, In 1953 Election Quirino was beaten by Ramon Magsaysay, before 1957 Election Magsaysay was killed in a plane crash, his vice President Carlos P. Garcia succeeded him and won the election. In 1961 Garcia was defeated by his Vice President Diosdado Macapagal, Macapagal sought land reform and electrification and in 1965 Macapagal was defeated in 1965 by Senator Ferdinand Marcos and declared Martial Law in 1972 and ended it in 1981, As crisis deepened some officers think that the survival of the political system required the removal of Marcos and chosen Benigno’s Sr. widow Corazon as their candidate, in 1986 Election Marcos was declare winner but the opposition refuse to accept the result, resulting the People Power Revolution drove Marcos from Power and Aquino became the President following the Congress Officially declaring her as the election winner, 1987 Constitution approved via plebiscite, restored democracy. In 1992 Election Fidel V. Ramos became the next President and in 1998 Joseph Estrada won the Election, Estrada wants to amend the constitution but opposed by Aquino and the Catholic Church, Estrada involve in Gambling and jueteng lead to his impeachment by the house of Representative, Days Later triggered into massive protest what would be called the EDSA II and Arm Forces of the Philippines withdraw their supports from Estrada and transferred their allegiance to Vice President Arroyo and Estrada left Malacanang Palace and on January 20, 2001 Arroyo sworn his presidency, In 2004 Election Arroyo won again the Presidential Election and In 2010 he was replace by Benigno Aquino Jr and in 2016 Election Rodrigo R. Duterte won who became the First Mindanaoan President and follow in 2022 Election by Ferdinand Marcos Jr.

Emerge of New Monarchy Administration

The Republic of the Philippine Governance continue, this is when one of the Administration plan to emerge in the Government of the Philippine.

In 2017 During the time of rule of former President Rodrigo R. Duterte the First Monarchy Administration Act or Republic Act under New named Gutierrez Empire monarchy administration Act and Constitution propose to Office of the President through Office of Presidential Complaint Center and to Congress by Jorge Marlo M. Gutierrez, A Filipino Citizen Living in Local Area, at Barangay Maular, Municipality of Aloran Province of Misamis Occidental in Mindanao, at first it was replied by the Office of Presidential Complaint Center (in 2023 it renamed Presidential Action Center) by cannot granted the request because the Philippine already had a 1987 Constitution, Jorge Marlo M. Gutierrez response that it was a misunderstanding or they didn’t understand about the proposal and they didn’t specifically explain how the 1987 Constitution affect and give a reason of cannot granting the proposal, with also simple reason that his proposal basically cannot affect the 1987 Constitution because based on the law he proposed is an act which a law that respect and under or to be constituted under the 1987 Constitution, and because of that he temporary rejected the response or did not accept the response and request to give more on re studying and understanding the proposal and re propose again, so the proposal based on the side of Jorge Marlo M. Gutierrez continue, but how this is happened? why he propose the Monarchy Administration Act and Constitution, what is the Monarchy Administration Act, Who is Jorge Marlo M. Gutierrez, Is the proposed Administration may have a chance to be accepted in the process?, this are some of the basic and most question after knowing the proposal.

What is Monarchy

What is Monarchy under and in Republic, Democratic or Federal Government; Lets understand first what is Monarchy and how it differ in the Republic, Democratic or Federal Government; In the Republican and Democratic State or even Federal which a government not rule by monarch and an independent state, for the people, mostly they don’t much understand of what is a Monarchy is, They may understand monarchy through semi-practices mostly for the purpose of entertainment like having a King and Queen in their show, occasion or event but not what is a monarchy based on politics or government. there are big difference on knowing a monarchy that based on practices in event, occasion and entertainment than knowing what is monarchy based on politics or government, that is the reason why people easily misunderstand and deceived by other when it comes on looking and believing a monarchy.

Monarchy based on occasion and event or entertainment is a simple monarchy practices usually takes place by betting by giving money to be a King and Queen or by voting to be a King and Queen in an occasion or event, although the concept of monarchy seen and understand today is mostly similar on it which the understanding that if you want to be a King you must bet and have a lot of money to be chosen or have more money than others or in other terms you must be the wealthiest or riches person than others, but when it comes of knowing of Monarchy based on politics there are lot to look and to considered specially in studying on approving a monarchy administration under a Republic and Democratic or Federal Government.

So what is Monarchy?, if you look of what is the definition of monarchy they give you three definition, first is Monarchy is the form of Government which is the monarch is the head of the state for life or until abdication. This is mostly people think and know about monarchy or if we or people heard and understand about monarchy, people or we mostly understand it is already a form of government, that is one of the reason monarchy opposed or contradict the idea, philosophy or concept of the Republic, Democratic and Federal form of Government and its governance, which is one that give source the basic philosophical belief and idea or reason that monarchy and Republic, Democratic or Federal Government is difficult to merge or combine under in a single political system that is the Republic, Democratic or Federal form of government is the basis of the Political system. If we understand and process monarchy based as a form of government and we trying to approved, merge it in single political system based or under in Republic, Democratic or Federal political system we mostly conclude and may decide that it is not considerable and it is a bad idea, and that is maybe true, but if we are going to merge it based on their Philosophical belief only without considering others, as a form of Government there may be a chance that a monarchy can be possibly merge and combine in a one Political System of Government based or under in Republic, Democratic or Federal political system of Government, which i understand that political system of Government is just only a system choice to use and approve by the people to be govern according on what they want if either a Monarchy, Republic, Democratic or Federal and other forms of Government, which the government still relies on the people choice and decision specially in the Republic, Democratic and Federal Government which mostly the decision relies on the people or the sovereignty reside on the people and their decision, if they decide to choice and used to merge the monarchy and republic, democratic or Federal Government under one political system base on the Republic, Democratic or Federal Form of Government then why not as long as they have the solution of political system structure and proper organization and established and implement rules and regulations to avoid further conflict of ruling in the people.

Second Definition of Monarchy is the state that has a monarch, This is another way of understanding a monarchy, but first let’s understand what is a monarch, a monarch is also has his different definition and meaning one is; it is defined as a sovereign head of state, especially a king, queen or emperor, second; is a person who reign over a kingdom or empire such as a sovereign ruler and a constitutional, third; it is the one that holds preeminent position or power. in this there is no presence of monarchy of being a form of government but a presence of a reigning and sovereignty or has the power in the state or people.

In understanding the second definition of monarchy mostly based on reigning and sovereignty or power and has a preeminent position if it is either a dominant, absolute or important position of a person, like a king, queen or emperor in the state and a constitutional, if we study to considered to merge this monarchy under a Republic, Democratic or Federal Political System, in Philosophical we can may be considered this type of monarchy to work in this Political system, since in Republic, Democratic or Federal Political system is mostly composed and based on reigning, sovereign of a many political administrations or groups that has his own principles, advocacy or political belief, which has his purpose to be chosen to carry, serve or work and control the Political System governance and to rule the state as their leader using mostly their own political belief. with this we may considered a monarchy to be part of a republic, democratic or federal political system and also as the basis to use as a principle, political belief of a one monarch political administration under the republic, democratic or federal government or political system and to participate or involve together with this political administration of choosing to be a one leader and carry the political system or we may considered to approved, merge or be part this type of monarchy as administrative organization to serve or work with and under the monarchy principle or political belief under Republic, Democratic or Federal Political System.

Third Definition of Monarchy is the monarch and royal family of the country; This is the third understanding of what is monarchy, if we understand this based and in refer on the first and second definition, this type of monarchy involve on sovereignty, ruling and being an importance or special in the country this is mostly similar on what is the type of monarchy explain in the second definition. In this the state is not only considering of a monarch political sovereignty or political administration and or administrative sovereignty, if it is either and absolute, limited but also a state is given an importance, value to the monarch.

The three definition of monarchy gives us the idea and understanding that a monarchy may be possibly work, merge, and cooperated or even approved or part under a Republic, Democratic or Federal Political System Philosophically.

Lets start on my late 20’s when i was trying to change or changing my life, correct of what was wrong, fix things and start something new, be a good person as i can and be a law abiding person, as i believe that i was given an another chance in my past not perfect life and to start a new life. after experiencing things that help me realize to change my life, i was also learned, know and understand new things in life, one of it is, in our world today we have our reason or individual reasons to others or people and even in the world, the reason or things of what we are in this world that we can use and to show, express and even act on it which we may called it also as our individual human rights to others, This is Begin when i was realize that other family is reasoning of what family they are, other based on what their family name means is, other been used, bring or carry by the Government or Religions, or organizations and other is doing it of their own, as i can see that i understand them, since that’s what they are and their family name or what family is, then i started also to learn, to know and to understand what my Family name means is, so i started to research in internet, and then i found that there are many meaning of what my family name is, but i was obsess or influence of the meaning that say “He who Rule” and then i realize maybe all that happen in my life include my past is also has connected on this meaning but i am not so sure of it. after i think that i am going to reason out and use this meaning “he who rule”, that time i didn’t much understand about the word Rule so i look it in the internet and dictionary and it say “control of or dominion over an area or people or one of a set of explicit or understood regulations or principles governing conduct within a particular activity or sphere” so the first question that come into my mind, how i am going to reason out or act on this or how i am going to control of or having a dominion over an area or people, or in other words how i am going to rule in right way, since i have a little knowledge about monarchy, a king and queen and as i understand that the term Rule is used mostly to refer of governance and Ruling of King, Queen or Emperor or the monarchy so i think and have the idea that in order to Rule i have to establish or have Monarchy and be A king or Emperor of it, but at first i have no intention or focus of being a Monarch of it, i just want to establish and have the idea of Monarchy, so the idea of Gutierrez Empire which is based on my family name and monarchy created, and then the second question that comes into my mind is how i am going to establish it, i already have my reasons as i also starting to called and claim it as my individual human rights and now how i am going to act on it or make it happen,

Before this happen i also working at the same time with my old and previous projects, this projects also start after starting to begin my new life which is this project is the Kontrolerism Society and his law that i proposed in the Government entitle Nation/National and State Society of the Philippine and World State and Nation/National Society in the World, other Gutierrezcracy Government and Administration and his law that i proposed in the government entitle A form of Government and Administration run by Money/Currency of Nation and Jomagucracy Government and Administration and his law that i also proposed in the government, because of this projects and specially of the proposal of law’s, my mind is focus on serving, promoting a servicing in the Government and other things, which give me a reason and idea also of Gutierrez Empire to create a law of it and propose it in the Government and offer his services, which is at first it is entitle a Nation and State Empire/Philippine Empire, World State and Nation Empire and later the Nation also became or added his other name as National so it became “Nation/National and State Empire/Philippine Empire and World State and Nation Empire in the world.”

As i propose the law and the idea of Gutierrez Empire and of having a monarchy and by making it happen, i don’t know anything about monarchy, i don’t have enough knowledge of it and or for it, i still always rely on the internet and search and understand it, i have no enough personal experience of it. how to act as a monarch, i have to watch a royal movies for the purpose also to observe how a monarch act in the movie, all i know from the first is i want to reason out what i am or what my family name is and propose the idea of Gutierrez Empire and create the law of it. but for me this is not the hindrance of planning to promote and having the Gutierrez Empire and his law proposed in the government, i can say to myself that i am may be in the age or older enough to try to do it and face new challenges in life, and i know myself that i can still learn specially if there are people give importance of it and willing to help me to do it, so i try to promote it and open it to the public, i make a small temporary information for it in the internet. that time and even now i know what i am facing and it is not that easy, proposing and promoting a monarchy is not easy and difficult for a person that no enough knowledge, power, wealth and influence and do not have a past perfect life, there are may be many different things people may say and how they see, response or react on it after knowing, specially there are people who try to ruin it and manipulate to misunderstand it or corrupt it maybe, as maybe a result of manipulation, other may be say or think that i am not normal or crazy for what i am doing, i don’t care about it, i don’t care what people tell me, all i care is, if what i am doing is not right or there is wrong about it when it comes to the law and government which all i want is to know about it or if what it is, if there is, for the people who criticize and ruin me i don’t care if it is for me only or if it is affect only for me but since it affect and prevent somehow to others and on what i am doing i am giving also a time to find a way to restrain them and minimize them or make them stop in any means necessary and in the right way on what they are doing. this is one of difficult situation in my life, but i have to fight it and try it as best as i can.

Foundation of Monarchy of Government of Philippine

Gutierrez Empire

As i proposed the law to the Government, i can think and as far as i understand and know that if this is given a chance, this will be the foundation of Monarchy of Government of Philippine, an independent monarchy of the Philippine having an independent monarchy sovereignty in the Philippine, since in history after independence and ceding Spain to US there is no political monarchy propose and established and govern and sovereign independently in the Government which is constitutional and or under by Philippine Constitution, aside of maybe the United Kingdom and this is the first time or first law proposed in history of the Philippine Independence Government.

Basic Reason of Merging A Monarchy in the Republic and Democratic or Federal Government

Why we need A Monarchy in Republic and Democratic or Federal Government, Why we merge it, why cannot replace the none-monarchy nation to monarchy nation? In proposal of Gutierrez Empire, the key and main reason behind this is first Respecting and Granting Individual rights, second is Strengthening Political and Philosophical Understanding, third is Union or unification and fourth is Peace between the monarchy and other form of government (e.g. Republic and Democratic or Federal-ism) and its political system.

Lets understand, the first reason which is ‘Respect and Granting Individual rights’, Lets include this as the introduction or beginning of a reason of why we need a monarchy in the Republic and Democratic or Federal Government, as also what is found in the beginning of monarchy in this book, this is all start on individual rights or human rights to propose and establish a monarchy in the government, which is one of the reason why we need a monarchy in government, in the beginning this is to respect and grant that human rights to establish and merge a one form of monarchy in the Republic and Democratic or Federal Government. This is also to proved that a Republic and Democratic or Federal Government and his constitution specially in the Philippine Constitution is really true to his people and their word which is to guarantee a full respect to human rights (under article II section 11 of 1987 Constitution), civil and political rights and other rights like Rights to life, rights of no discrimination, rights to use law, rights to Equal before the law (under universal human rights declaration), In refer and in addition of the beginning of monarchy on this book, to be honest and just being true and just my purpose to explain this to the readers, I proposed a form of monarchy of or to Government of Philippine under in respect in my individual human rights as a person that has a rights and reason also to Rule, (based on Philosophical belief and one meaning of my family name Gutierrez means he who rule), as for me i have no intention to say it because i may be sound an arrogant or conceited or maybe misunderstand by it to anyone but if you need the reason then i have no choice but to tell you the truth,

Second reason is Strengthening Political and Philosophical understanding; with this individual rights and rights to propose and establish a form of monarchy and merge it in the Republic and Democratic or Federal Government and his political system, this is also strengthen Political and Philosophical understanding between the two form, strengthening political understanding both two form will also strengthening its people, the noble or the royal and the common people or normal people, or known as the people of monarchy and people of this republic and democratic or federal government, even though most of people under the independence government or none-monarchy are still respect and practice nobility and royalty, but other Republic and democratic or Federal government, like in Philippine is forbidding of enacting royalty and nobility constitutionally or they didn’t give much of attention of preserving, maintaining and respecting nobility and royalty in the nation or if there is existing, it given a less of importance. with this proposal and establishment of form of monarchy and his political system and merge it in the Republic and democratic or Federal form of government, it can may possibly give and provide solution between any possible misunderstanding or conflict between the two political and philosophical form and their people, not only provide solution in conflict but to help and support or cooperate each other in strengthening, developing and progressing the nation and its sovereignty, culture and economy from any industry and sector, both philosophical and political etc., which is that we are going to initialize to study, learn and try to provide in this book.

Third is Union or Unification; This is where the rights and the understanding of both political and philosophical unified and merge under one single political system, union or unification is one of the best way to obtain better understanding and respecting its rights under one government and political system, in having a unification and union of both Government which having different form and political or philosophical belief mean having and creating a new form or political system and new understanding that may possibly obtain a better nation and state.

Fourth is Peace, Having and providing the rights to have and propose a form of monarchy, and his political and philosophical understanding and then unified to a Republic and Democratic or Federal Government will not only obtain a better nation and state but also to have peace, although there maybe still conflict but it is less than compared of not having this understanding and unification of both form constitutionally. it is important to the government to give this a chance and to work for it, this is also one of may possible key to provide solution and obtain or have peace between the conflict and misunderstanding under areas of nobility and royalty of the nation or in this industry.

Type of Monarchy

In refer on what i say on the definition of monarchy and as i understand and study of approving a monarchy in the Philippine under and or with has a Republic, Democratic Form of Government or even Federalism Form of Government, for other nation’s or merging it in the Republic, Democratic or Federal Political System, it is not maybe a good idea, other say it is conflict and contrary to each other political philosophy, they maybe like a water and oil, you cannot be able to combined it, which is this idea of being not possible to combine into this political system is may be possible and true if the monarchy that we are going to merge or combine is the monarchy as a form of government and an absolute monarchy, aside also of the rules that we are only going to used one form of government in or under our Political System so we cannot really approved both form of government which has its own political leader like in monarchy which is the head of state and rule by a King or Emperor and in Republic, democratic or federal government which is the head of the state and rule by a President or a Prime Minister, one that bring the conflict and contrary to each other political philosophy is by choosing its political leader or ruler, which the Republic, Democratic or Federal Political system is for people, individual and based mostly on rights or individual rights, and then power and wealth and uses elective or voting in choosing their leader or ruler while monarchy is for family, rights, power and wealth and uses mostly hereditary in choosing their ruler, which in result that other or people don’t have a chance to rule in the country while republic, democratic or federal form of government other or people may have a chance to rule in the country, that is one of the reason people chose and favor the Republic, Democratic or Federal form of Government because of this political philosophy, but as i understand of what happen in the Republic, Democratic or Federal Nation today, this philosophy is not really all happening, the semi-monarchical sovereign is still presence in some political leaders in various places and their governance although they are not seen according on what a hereditary sovereignty is. most of politician are family and they retain their power from generation to generation for a time as if like they were the monarch of their place, this is not far from a monarchy government and people on this place are accepting of it other may called it as a political dynasty. A Political Dynasty and its ruling may not differ in a semi monarchy sovereignty, Republic, Democratic or Federal Government may have noticed it and they remain quite of it as if they didn’t know and just understand or maybe also accepted it, like in Philippine today even the 1987 constitution of the Philippine states in Article II Section 26: “The State shall guarantee equal access to opportunities for public service, and prohibit political dynasties as may be defined by law.”, there are places that mostly a family is ruling for already a period of time, they just follow the rule of Republic, Democratic or Federal Political Philosophy which rule through elective and voting but they uses a semi-monarchical political system on their place and still retain on their power and rule, with this proposal of having a monarchy of government we can able to find and provide a solution on how this two world combine and work on each other peacefully, which other already had experience it, and already proposed some of Political System that may use and provide solution with this conflict in the Political System and his Governance which for the Monarchy they also create that what they called the Type or form of Monarchy and its political system.

There are Type or form of monarchy according to their power and political system and also for succession, Lets start from the top which monarchy has the power in political system;

First: The Absolute monarchy, this is highest ruling power of form of monarchy government, the monarch rules with absolute power over the state and government, the monarch is an autocrat and the decision maker, they control the state and government, their word is a law and people just obey and no say, the absolute monarchy rules in the old times of monarchy today is mostly often to used, one of the example of it is Saudi Arabia, because maybe of the influence of the Republic, Democratic or Federal Political system.

Second; Limited Monarchy, This is the second ruling power of form of monarchy government, this is were the power of the monarchy from absolute is limit by the government and state, in the Limited form of monarchy the government and state may able to decide to limit from absolute of which power they can give and hold and exercise by the monarch to the state and government,

Third: Constitutional Monarchy, This is third ruling power of form of monarchy government, the constitutional monarchy is a limited Monarchy which monarch exercise power and authority in accordance with a written constitution, or the monarch has power and authority granted to him/her by the country constitution, the political power shared between the monarch and an organized government. other form of Constitutional Monarchy political system are:

Fourth: Parliamentary Monarchy is one of Political system under Constitutional and limited form of monarchy which monarch exercise authority in accordance with the constitution, mostly in parliamentary monarchy where the head of state and government is vested in a hereditary or elected monarch while a government accountable to the elected parliament exercises the bulk of the executive powers, determines national policies and oversees their implementation.

Fifth: Democratic Monarchy is one political system under Constitutional and Limited form of monarchy similar to Parliamentary Monarchy, but it differs only that Democratic Monarchy where the head of the state and government vested mostly in elected monarch.

Sixth: Semi-Constitutional Monarchy is a form of monarchy where the monarch rules according to a democratic constitution but still retain substantial powers, on par with a president in a presidential or semi-presidential system, monarch under semi-constitutional is with a ceremonial, and still the royalty hold significant executive or legislative power, it exhibit fewer parliamentary powers.

The type of Monarchy mention from one to six is all considered as National Monarchy in Political Philosophy, this may strongly accepted under Monarchy Government and Political System, but when it comes to Republic, Democratic or Federal Government and his political system without enough studying and understanding, this may have cause a little conflict and contrary, find hardly and difficult to accept in the system. which is it maybe given solution by creating a new form of monarchy that may work under the Republic, Democratic or Federal Political system, which i recommend the Modern National Monarchy or the Republic, Democratic or Federal National Monarchy.

Seventh: Modern National Monarchy or Simply known as National Monarchy; is a Republic, Democratic or Federal National Monarchy, it is a partly subnational monarchy, constitutional or semi-constitutional monarchy which a country or nation which a monarch exercise authority in accordance with a written constitution either monarchical, republican, democratic or federal constitution or the monarch has powers granted to him/her by the country’s constitution which subordinate or under to a higher national government, either monarchical or republican in form or in other term also known as a proposed gutierrezarchy monarchy,

Or in other way of saying that is using and refer on the existing Political Philosophical belief of form of monarchy mention previous page (from one to sixth); the New Form of Monarchy that may possibly work in the Republic, Democratic or Federal Form of Government and his political system is the unification of Constitutional Form of Monarchy, or Parliamentary and Democratic Monarchy, which is limit only to a monarch granting power by the Nation Constitution (under by Nation’s law/Act) as an administration, and/or political party, but not the head of the State since we are in the Republic, Democratic or Federal Form of Government and political system which is the President is the head of the state, and the Semi-constitutional monarchy which still with a ceremonial where the monarch rules according to democratic constitution or constitution but retain substantial powers as an administration and/or political party in also connection and respect of being a constitutional monarchy and a sub-national monarchy which limit only of being a subordinate or under to a higher National Republic, Democratic or Federal Government and his constitution.

Since this is a form of Monarchy this may be acceptable in Monarchy political system, and may fall also as a monarchy administration and/or political party of Higher monarchy if considered and agreed by two Government which is the Monarchy and Republic, Democratic or Federal Government Nations. or if not it may fall as a Republic, Democratic or Federal Monarchy type of Administration which is independent sovereign from the Higher Monarchy.

The Unification of Constitutional Monarchy that limit only on granting a constitutional law (act) as an administration and/or political party and other like carry a one branch of Arm Forces etc., and a semi-constitutional Monarchy which has ceremonial and a subnational Monarchy which is subordinate or under by the higher National Republic, Democratic or Federal Government, which his purpose is to retain his function of preserving the nobility and royalty of Nations and its people and other purposes or function that may vested by the Constitution is may have a chance that this new form of Monarchy Administration will work in the Republic, Democratic or Federal Political System, and may resolve and correct some issues like political dynasty.

Eight: Sub National Monarchy is the territory govern by hereditary leader, but which subordinate to a higher national government, either monarchical or republican in form.

Ninth: Mixed Monarchy is a monarchy which includes elements of democracy and aristocracy, Mixed Monarchy may revised from Mix Government or in other term Mixed Constitution which is a form of government combines elements of democracy, aristocracy and monarchy, ostensibly making impossible their respective degeneration which are conceived as anarchy, oligarchy and tyranny.

Tenth: Shared Monarchy a type of monarchy may reign over multiple kingdoms, dominions, or realms in various forms of political, dynastic, personal union or association.

Type of succession use are maybe Hereditary which title is handed down through bloodline or Elective which title is passed down to an elected official by a small elite group.
